I don’t think he’s eligible to VOTE, but I am unaware of any law that would prohibit him from serving in Congress.

He couldn’t vote in an election but if elected he could vote on legislation? Totally FUBAR!!!

He's qualified. Afterall, 99.9% of them are criminals too.
