Why are conservative states called “red”? Who started that - the same office that told us to hang the flag wrong when it’s hung vertically?

It comes from the red and blue map that one of the networks used during the 2000 election. They started referring to the map by red states verses blue states and it just caught on.

I think you are right. In fact, I believe I heard they are crediting Tim Russert with the colors...but I’m not so sure.

“They started referring to the map by red states verses blue states and it just caught on.”

Well, it’s wrong. Demonrats are the “Reds”.

Through 2000, it was customary to have the incumbent party in blue and the opposition in red on the "electoral vote" maps. For some reason, the meme of "red states" and "blue states" caught on in the bitter division regarding the 2000 election.* Because of the wide use of the meme, the Republicans are now considered "red" and the Democrats "blue" even though this is not traditionally the case.

*All of which is really pointless, of course... there's a handful of "purple" states that can swing a close election either way, and the infamous county-by-county maps show that we really have "blue" cities and "red" everything else, regardless of what state we're talking about.
