In Saddam Hussein’s Iraq, only trained government agents had access to deadly firearms.

In Robert Mugabe’s Zimbabwe, I would guess that only government agents have access to deadly firearms.

That's usually the case in most tyrannies, but it wasn't so in Iraq. It wasn't necessarily gov't stooges blasting off with firearms when celebrating weddings, etc. It's one of the reasons that after Saddam was overthrown that we allowed each house to have one AK-47. Their new Iraqi Constitution provides for the right to keep and bear arms as well, IIRC.

I remember stories about gunshops in Bagdhad prior to the invasion.
