Never mind. I just answered my own question. I went to the Solicitor General's website and read the amicus brief filed on behalf of the Bush Administration. It at least argues that the Second Amendment guarantees and individual's right to bear arms; however, there are other aspects of this brief with which I disagree.

In any event, it is time for Mueller to go. How is it possible for the Solicitor General to advocate one position on behalf of the executive branch and Mueller to advocate a different position as a representative of the executive branch. Sometimes the actions by the Bush Administration makes the Keystone Cops look like a SWAT team.

BTW, I heard on the news that Cheney signed on to a separate amicus brief...I think it was the one that McCain and 50 other Senators signed. It also argued for the 2nd as an individual right with the people being the intended militia.
