I believe they used propane and did this at ground level, not at altitude.

It was at ground level, but they used jet fuel and duplicated the conditions of that day.

I don’t see altitude as having a significant effect of the ingitability of vapors in the tank, and it should be noted that they got ignition at a fraction of the current the NTSB said was likely to have entered the tank.
