And they will get expensive drug treatments from public health clinics. They see people like Magic Johnson who got HIV back in the early 90’s and he’s still around. Why believe it’s a death sentence? It doesn’t appear to be.

It doesn't even appear to be a real disease...

Kind of reminds me of the story Victor Borge used to tell about his uncle who invented the cure for which there was no disease.

When the government subsidizes the consequences of a behavior, people engage in the behavior more or more recklessly.

It’s the central dilemna of all public health care policies. Is it possible to fund health care in such a way that it doesn’t increase social pathologies?

When charity was private, those doling it out could (theoretically) restrict grants based on probable outcomes. That said, there’s probably been no greater beneficiary of private charity and fundraising in history than AIDS.
