California unveils ambitious climate plan (prepares all-out assault on state's economy)

LOS ANGELES (Reuters) - California on Thursday took a major step forward on its global warming fight by unveiling an ambitious plan for clean cars, renewable energy and stringent caps on big polluting industries.

The plan, which aims to reduce pollutants by 10 percent from current levels by 2020 while driving investment in new energy technologies that will benefit the state's economy, is the most comprehensive yet by any U.S. state.

It could serve as a blueprint not only for the rest of the United States, ...

"This is of tremendous importance, not only for California," Mary Nichols, chairman of the influential California Air Resources Board (CARB), said on a conference call with reporters on Wednesday. "By taking action here ... we will be able to help motivate other states in our nation."

At a meeting in Sacramento on Thursday, CARB staff will present a series of proposals that would become law in 2012, with some measures going into effect two years earlier.

The initiatives include implementing a cap-and-trade program on carbon dioxide emissions that will require buildings and appliances to use less energy, oil companies to make cleaner fuels, and utilities to provide a third of their energy from renewable sources like wind and solar power.

Gov. Arnold Schwarzenegger, whose landmark 2006 law aimed at reducing the state's greenhouse gas emissions prompted CARB's plan, supports the program, Nichols said.

"AMBITIOUS, FAR-REACHING"

CARB said the measures will benefit residents of the most populous U.S. state by reducing pollution-related illnesses such as asthma and bronchitis, and by stimulating investments in new energy technologies ...

Nichols declined to speculate on what the program will cost for individual business sectors such as the utility industry, but said the initiatives overall should benefit the state's economy by about 1 percent starting in 2020.

God help us. I'm surprised the CARB didn't mandate all citizens wear Birkenstocks. The loony environmental left will kill what's left of the California economy.

Actually, the law of unintended consequences might be a good thing. It the Enviros tank California, I am sure the other 49 states might wise up.

We wanted to build a small asphalt plant in Stockton some years ago. By the time the CARB board, the city board and the neighborhood board got done with us, we built the thing in Reno.

They’ll just do it in the other 49 states because “failure in one state is not indicitive of failure in other states.”

Why have I only heard of the desert sands from the middle east and Asia as the biggest contributor to LA’s “haze” only a few times? NO ONE ever points to that, provides more details, or more evidence of this being their “smog” problem.

I LIVED in Stockton for several years in the 1980s. It was the armpit of California -- gang problems, graffiti, political problems... how can they get anymore discriminating?

This was on government owned property, a former Army base owned by the city. I liked what I saw of Stockton.

The governator, following through on his campaign promises to make California business friendly again to stop the out migration of employers.

That’s not very much. I would expect the advance of pollution technology and increased cost of gas alone to do that very shortly without any action by the government. I guess they don’t like the environment as much as they claim. Why not cut it in half by 2010? Then it would be worth talking about.

I did like the up river area. And there was a pretty good Thai restaurant about five blocks from the former military reservation that served good Raad Nah. Just down the street was a big tank farm where ethanol from Minnesota was being unloaded. Maybe this territory was too rough an area for the gang-bangers ?
