California unveils ambitious climate plan (prepares all-out assault on state's economy)

LOS ANGELES (Reuters) - California on Thursday took a major step forward on its global warming fight by unveiling an ambitious plan for clean cars, renewable energy and stringent caps on big polluting industries.

The plan, which aims to reduce pollutants by 10 percent from current levels by 2020 while driving investment in new energy technologies that will benefit the state's economy, is the most comprehensive yet by any U.S. state.

It could serve as a blueprint not only for the rest of the United States, ...

"This is of tremendous importance, not only for California," Mary Nichols, chairman of the influential California Air Resources Board (CARB), said on a conference call with reporters on Wednesday. "By taking action here ... we will be able to help motivate other states in our nation."

At a meeting in Sacramento on Thursday, CARB staff will present a series of proposals that would become law in 2012, with some measures going into effect two years earlier.

The initiatives include implementing a cap-and-trade program on carbon dioxide emissions that will require buildings and appliances to use less energy, oil companies to make cleaner fuels, and utilities to provide a third of their energy from renewable sources like wind and solar power.

Gov. Arnold Schwarzenegger, whose landmark 2006 law aimed at reducing the state's greenhouse gas emissions prompted CARB's plan, supports the program, Nichols said.

"AMBITIOUS, FAR-REACHING"

CARB said the measures will benefit residents of the most populous U.S. state by reducing pollution-related illnesses such as asthma and bronchitis, and by stimulating investments in new energy technologies ...

Nichols declined to speculate on what the program will cost for individual business sectors such as the utility industry, but said the initiatives overall should benefit the state's economy by about 1 percent starting in 2020.

And to me the Ozarks look pretty good: Eureka Springs, Mountain Home, Heber Springs. Hot Springs in the Ouachitas looks enticing too. Someday I'll visit... (sigh).

I can bring back my memories of LA by simply starting both cars in the garage and closing the doors. But only do it for a few minutes at a time.

I dunno about that… Communism & Socialism have failed miserably everywhere its been tried and yet American Commies & Socialists truly believe they can make it work here.

I’m also not sure that the “Law of Unintended Consequences” is applicable in this situation. These overly educated people know exactly what the consequences will be. They just don’t care.

I visited him... it reeked of chicken manure... ughh!

My dad used to work there as a manager for ten years or so and retired before Reagan was President. I remember going there as a kid to sell walnuts at some company flea market? Other than that... I don’t know much... what happen in 1945?

Rough and Ready Island was the staging area for the invasion of Japan. It was considered far enough away from SFCA to avoid prying eyes. Of course, the invasion didn’t happen, courtesy of the atomic bombs and Japan’s surrender in Aug. ‘45.

Department of the Army Civilian. Time in service and authority were reflected in GS (government service) rank.

I've never heard or read anyone remark about the most annoying and irritating speech defect the man (Obama) has when enunciating words that end in the letter "S." He exagerates the s sound like a hiss, kinda like the Saturday Night Live skit that mocked the Chicago sports fans with Chris Farley and the gang calling the Bears... "Da Bearssss," and the Bulls... "Da Bullssss!"

You listen closely and sssee if he doesssn't talk like thissss. It almost whistlessss!!! (let me know if you hear it too)
