What will it take to close the effing borders, a nuclear attack from Mexico?

What is will take is for there to be no money to be made in it. When the government can gain more money, more power, and more control by stringing the war on terror out as long as possible, rather than solving the real problem quickly, then this kind of thing will continue for as long as possible.
