Isn't this almost certainly a lie? Could any of us email an image of a document and get any kind of confirmation from the authorities in Hawaii based on such an image?

Yes, the guys at Israel Insider spoke with Janice Okubo, Director of Communications of the State of Hawaii Department of Health which contradict what she said reported in the the St. Petersburg Times. See post #13.
