i don’t know about hawaii but in florida a birth certificate is not a matter of public record. not just anyone can go into a clerk of courts and request someone elses birth cert. just think of the problems that would arise.
You can’t in CA either. I tried to get a copy of my dil’s birth certificate for her and couldn’t. Has to be her, her husband, her parents or a sibling.
