legislation giving the Federal Trade Commission the authority to punish oil companies that charged excessive prices for gasoline during supply emergencies.

The flaw here is that the current spike in prices *isn't* due to any particular 'supply emergency'. There is plenty of oil to go around, just that its costing more now. That's all.
