African is not a race! I gotta think that back in 1961, which is pre-PCE (politically correct era), the father's race would have been listed as Negroid.

Our Navy was totally intregrated by the 1960’s, but I believe that our black sailors as you noted, PCE, were listed as negro or negroid as you noted, on their forms.
