My guess would be that Hawaii law doesn’t specify either the background appearance or the type style for use in a “Certificate of Live Birth”, but rather only the substantive information to be stated on the face of the certificate. Different printers and different purchase lots of the form would be expected.

It's also possible that any state - including Hawaii - will certainly update and change details in the format of its documents from time to time. Have to notice that there a couple of decades between these two documents.
A propos of nothing, my birth certificate from Honolulu, Hawaii c. 1945 is a white lettering on black background mimeograph. Entirely different.

Different printers and different purchase lots of the form would be expected. That's true but would the printer change the wording? On Obama's it states "DATE FILED BY REGISTRAR", on the other "DATE ACCEPTED BY STATE REGISTRAR".
I haven't been following this but what strikes me at first glance on the Obama document is the lack of official seal and the fact that it has never been folded, it looks too new.
