Gordon Brown will today blame Margaret Thatcher for Britain's low rates of social mobility and accuse the former Conservative Prime Minister of creating a lost generation by "denying many children the chance to progress".
The keynote speech coincides with the unveiling of plans to pay poorer parents for signing up their children to state health and education schemes.
The Prime Minister will say that the economic policies of Conservative governments in the 1980s meant Britain has become a harder place for poor people to get ahead.
He will also call on Britons to improve their work ethic and "aim high" amid concerns that children in this country are not sufficiently motivated to achieve more than their parents.
Approaching his first anniversary in power and with Labour trailing the Conservatives in the polls, Mr Brown's speech is calculated as an appeal to Labour's core vote. However, it will spark accusations of hypocrisy as Mr Brown last year publicly feted Baroness Thatcher inviting her to Downing Street in what was seen as a blatant attempt to woo Tory voters.
It will also be seen an attempt to distract attention from Labour's record on social mobility with the Government set to miss its own targets on reducing child poverty.

"As unemployment rose to 3 million, the sons and daughters of many families missed out on many of the new educational opportunities that were being created.
"At a time when many of their fathers were hit by unemployment, many of the generation that some have called Thatcher's children - the lost generation - were sadly denied the chance to progress."
