I couldn't read the name of the company doing the work. Can someone tell me it's not a Mexican or other ‘friendly’ nation doing the installation?? It wouldn't surprise me a bit if a Mexican or even a Chinese company won the bid for the job.

Filling in an canyon with dirt? Well, that does sound dumb. I am no greenie but it sounds stupid. I suppose at the cost they could make a cheap fence and put a sentry on it for about 200 years.
And 15 feet high = “get on my shoulder or pile up some rocks.”
This is an SFB fence (stuff for brains). The immigration will stop of its own accord if the employers follow the law and the government quits giving out free goodies.
