Seems more likely that she would have replied Kenyan, and the clerk would have written that down as an indication that the father was a foreign national

You really have to back this up with something. Kenya, as an independent country didn't exist until 1963. Until that time it was just a part of the British Empire.

It makes more sense for an Hawaiian clerk to write down "African" than to write down anything else, certainly not 1990's PC nonsense, and most likely not the name of a nonexistant country!
