Why is the certificate number blacked out?
That is peculiar.
And although in 1961, the race of his father might have been "Negro," a certificate issued now would likely be more PC and use "African." So this is not a 46-yr-old document, but perhaps one issued recently and based on the old original.
It'd be easier to figure out if not for that blackout of the number!

Also, the way it is blacked out looks like it was done by a computer, doesn't it? The people in HI govt told one of the bloggers that they would never send a cert out that way.
