Not exactly. Churchill didn't hope for Pearl Harbor... but he thanked God America was finally in the game.
You have a much less cynical view of human nature than I do. :-)

I believe than Churchill probably did hope that something, whatever it needed to be, brought the U.S. into the war on the British side. Britain's very survival depended on it.
