I think it boils down to McCain saying that he would take the money and they are trying to hold him to that.
Obama DemocRats may have promised they would but if they did not sign anything there is no acceptance of the money.

Actually, it boils down to McCain using that as security for a loan when his campaign was broke, and then opting out.
