Top tier kids have been ignored for years. Gifted Talented classes do not address the needs of these kids to be challenged.

I agree. This was true even in the 50's and 60's. However, what I find revealing about this article is that the target population of "those being left behind" apparently, according to this study,did succeed under the No Child Left Behind plan whereas all we have heard from media and NEA was the bashing of Bush and "his failed education policies." Perhaps the truth lies somewhere in between.

Most gifted programs are simply used to keep the kids our of classrooms where they may get bored or, heaven forbid, actually be smarter than their teacher.

It’s easier to put them in “self directed study” than to try to teach them.
