I suspect that LtCol. Chessani will still face a Court Martial, only because the only thing worse in the Corps then wasting money is losing face.
First, they have to get by Col. Folsom. He didn't seem to pleased with prosecutors after making his decisions for dismissal based on UCI. I wouldn't load that wagon just yet.

He could have just as easily have dismissed it with prejudice and ended any chance of a Court Martial.
I was surprised he didn’t.
