With all due respect, Hugo knows about oil and its prices and would not say the price raises have much to do with refineries.
Or the Dems could be clever. They represent the financial trading firms and rhetoric about refineries may be calculated to distract Democrat voters from real action and reform. In fact, that’s probably it because they can’t actually believe this would ever have a chance of passing.
