They might want to consider some aircraft carrier technology or catch nets. What they have is an attempt to do the least amount of damage to the car frame while stopping it. Usually it works as most of the time their speed is down enough to allow them to sink into the gravel bed.

From the way that car was burning, I think there’s a good possibility that he was unconcious before he hit the fence.
