IIRC, he reached US soil and wa eligible to stay here because of the ‘dry foot’ exception for Cubans. It was his father, as Elian’s sole surviving parent, being sent by Fidel that created the problem and Reno caved in to that.
I wonder what happened to that American Storm Trooper who blasted his way into Elian’s bedroom, gun pointed and then slithered away into the night. I hope he hasnt had a peaceful day since.
