Not necessarily true. My wife got one two weeks ago with one. Her original was lost and all we had was the certificate.

Yes, but it had a signature and it had an appropriate stamp on it. This one has neither. There is no way it could get a passport. They would reject it in a nanosecond.

When you’re Always Right, you’re always right, but when you are wrong... well, you are still Always Right :>)

Not having it in front of me, I cannot vouch for whether it had a signature and a stamp, but I do not remember it having one. It was a replacement for her lost certificate that we got about 10 years ago.
