When I went to add text to this in Photoshop I found that I didn't have to align the text at all. Usually when a document is scanned it's extremely difficult to get it so perfectly aligned as this one is.

The ease and the minimal effort it took to insert the text I inserted is, to me, a big red flag.

And the fact that it's so highly compressed - causing the jpg artifacts we see around the text and the pixelation - is suspect. Why not - at least - medium jpg compression? Because it's more difficult to see details with lower compression.
