No, it won't cause a gas price war. It'll just hurt some retailers who make bloody less than the government on a gallon. It won't cause the price of oil to drop --if you aren't buying gas/oil, the Chinese and India are, so it won't make any difference.
The retailers buy from wholesalers who get fuel from refineries who BID on oil on the global market. Many of them now make less than a dime a gallon, just to get you in the convenience store, where they can make a profit.

In France, truckers plan a massive national strike beginning Monday. A go-slow convey of up to 200 French truckers caused gridlock Monday in Bordeaux by creating nearly 20 miles of traffic backups. In Italy, truck drivers are preparing a strike to begin June 30.
Jerome Cordier of Unostra, the French union of trucking companies, told London’s Guardian newspaper that the recent protests marked a new phase of coordinated strikes across Europe. Officials fear that the protests could spur widespread disruptions during the summer holiday season.
“We’re taking this up a gear and focusing on the European dimension,” he said.
If they only make a dime a gallon, it won’t put the retailer out of business. (heard it was less than a nickle last year)
What it will do is make the supplier wonder why they’re not selling any gas. Could force the retailer to switch brands.
