Makes sense to me, but sadly, I'd be hard pressed to find enough who might participate (SEE TAGLINE) to snarl traffic in the smallest city in the state.
Consider right now, the wonderful socialist of Burlington, are debating whether the city (which provides cable access) should continue to offer Al Jazeera English and last night, the "for" were 87%, if that gives anyone a clue as to what its like to live here.

That’s a good idea, too. Those who can’t afford the gas to participate in the D.C. gridlock could have that option.
If enough participate, they can’t arrest and/or fine all of us. They wouldn’t dare - as the majority of Americans would be behind our effort.
