Not necessarily. The law says that she must've resided in the US for five years after her sixteenth birthday. "Barry" Hussein was born when she was eighteen, so she doesn't meet the five year rule.

In the chart at the following US Immigration link the age is 14 not 16. But Barack's mother still didn't meet the requirement even if she was in the US from age 14 to 18. Barack Obama isn't a citizen! Is that why Hillary has not yet conceded?
