She was further persuaded when two Senate buddies on the Armed Services Committee — Independent Joe Lieberman of Connecticut and Republican John Warner of Virginia — talked to her about climate change’s impacts on national security.

I agree with your assessment of Cornyn. As I read the original post a 3/5 majority was required. With 48 yeas and 36 nays that is 84. 3/5 of that is 50.4 or 51 votes needed for passage. If I am correct the bill did not pass. Am I right or wrong?
Perhaps it was a back room agreed upon deal.
