The WHO has never claimed that there is a hetero AIDS epidemic because the epidemiological data that is available to everyone did not support it. If they had said that there is a hetero AIDS epidemic, it would have been an obvious lie.
What they did instead was to project it into the future where data can't be used to refute it. It was a classic scare tactic that they are still using for global warming among other things.
