The Achilles tendon of Prop 98 was the phased elmination of rent of control. Californians, of all ages, have come to expect that if property is not owner occupied, it is public land.

Rent control, a God given right in California, is the stuff that communism is made of. Establish strong property rights and the mob is kept at bay.
