The heck it isn't. TXDOT got hit at the end of May with a formal request to develop a Supplemental Draft Impact Statement since what they claim for a EIS is not even close to compliance and is functionally worthless. Their choices are to either drop this phony EIS crap they've been doing, start over and do it right by law, or get a smackdown at the Federal level.
