It's been my experience in dealing with the FBI in a professional capacity, they are a collection of men and women with high intelligence - ethics - morals, the whole enchilada ..... but their political masters in D.C. could use a enema.

I’ve actually known a few people in the CIA, fairly high up. No names. My impression is that they all know how to party. Of course, that’s in their off hours.

Yes, I haven’t any first hand experience, but my impression is that it’s the guys at the top levels of the FBI who represent the worst problem. If Gary Aldrich is to be believed, it started happening pretty early in clinton’s first term, so he and his friends could party in the White House, and it probably got much worse as clinton turned to more serious criminal endeavors.
