Have you read some of the stuff at the Congressional Budget Office
website? I searched on words like "climate" and "warming" and "stewardship" and just read some random documents from the past few years. They include some interesting things. I think global warming might lose some popularity if Al Gore started showing charts like this instead of his styrofoam ice caps. Someone the other day was trying to tell me that McCain favored a scenario where allowances were given away instead of sold or auctioned. I tried to explain that that was not necessarily a good thing, to no avail.
