I am a bit confused.
WHo decides the date of primaries,,is it the sovereign states or the DNC and RNC?
Seems to me if the state changed the date, the committees would be obliged to use the changed date?

DNC and RNC decide and if state does not follow, hearings are to be held and if party tried in good faith to keep date set by DNC then no punishment, if any punishment rules say lose 50%. Fla dems say Repubicans fault for moving date, that they tried to fight it.

WHo decides the date of primaries,Yes, the state decides when its primary will be.
BUT, the DNC sets the rules for their convention and how they'll seat each state's delegation.
