Why was NH given a waiver?You have to go back to the beginning. The whole idea was to avoid angering NH, letting them keep their "first in the nation" status.
MI and FL wanted to go first and were told they would have their delegates taken away if they tried to bump NH.
MI and FL thumbed their noses and moved their primaries up ahead of NH. Now the DNC had a problem. If they kept NH happy, they would p.o. MI and FL. They chose NH and gave them the waiver to move their vote ahead of the (rule-breaking) early dates in MI and FL.
At that point the committee was desperately in need of one candidate dominating early and wrapping up the nomination. They figured MI and FL would be forgotten. Didn't happen. Now they're stuck with this pickle.
