You sound surprised.
When I was in Mississippi in 2006, photographing the coast hurricane effects, I stayed at a campsite where I met a Mexican. I speak Spanish. He was working for about $4 an hour doing housepainting for a large Atlanta contractor. I asked him if he could choose freely would he rather live in the US or in Mexico. He said he would rather be in Mexico, but he needed the job. I asked what he liked about the US, besides the jobs. He said “Here the police are honest.”
