SACRAMENTO -- Dick Messer likes driving around Los Angeles with Peaches, his Pomeranian, in his lap and thinks it's ridiculous that a proposal in the Capitol would make him an outlaw for doing so.
The proposal, which would prohibit drivers from carrying "live animals" on their laps behind the wheel, is one of several that would regulate who can drive, when, where and how.
Bills regulating cars and drivers
"It's just nuts, the stuff legislators come up with instead of dealing with the real problems facing the state: crime, the economy, the . . . budget deficit," said Messer, director of the Petersen Automotive Museum in Los Angeles.
One lawmaker wants to restrict driving by truants and high school dropouts. Another would regulate where global positioning system devices can be installed. Another wants a new state committee to study the danger that silent-running electric cars pose to blind pedestrians.
These ideas follow new laws banning computer and cellphone use by teenagers while driving, restricting adult drivers to hands-free cellphones, and barring smoking in cars when minors are present. ...
"They want to button down our mobility," said Messer, 67, who understands the lure and lore of the auto. ...
"They want to force you into public transportation," he said. "The problem is, we don't have any."

"We're a state that gets around by car. We are a car culture," said Huff, who is a member of the Assembly Transportation Committee. "Couple that with legislators who think government is the answer to everything, and you end up with the perfect storm."
Assemblyman Bill Maze (R-Visalia) said he introduced the bill against lap dogs after a car passed him with two large canines hanging out a window and a third in the driver's lap.

State politicians know that if this gets passed, more money will have to be spent writing and enforcing the laws. The state needs to cut their time and pay in half.
In China there is a law which restricts dog ownerhip to one dog, no more than 14 inches in height.
How far are we from this? Not very far at all, folks.

Sorry Mr. Messer, you’re just the latest victim of the nanny state who wants to protect us all from made up problems instead of dealing with the real ones.

Well - I for one am grateful to our brave and courageous legislature for tackling such serious issues. After all, inflation is soon going to spiral out of control and the State cannot balance its budget. Real estate is still going in the dumps, and there’s no end in sight as long as energy is so expensive. But thankfully, our brilliant politicians have the foresight to tackle the issues that really vex us all. So carry on brave warriors, keep passing these crap laws. We are forever in your debt!

California regulates everything. I am amazed at how much junk the legislature turns out there. I just don’t see how anyone can tolerate living in a place like that.
I used to have a rat terrier that loved to stand on my lap and hang his head out the window while driving. He never got in my line of vision while doing so, so I never got on to him about it. Didn’t know I was a hardened criminal....
California liberals are more concerned with regulating the relationship between drivers and their dogs than they are with taking care of the state’s fiscal problems.

This is typical liberal socialism. California is dying from it. So is Washington. Just look at the equally benign issues that our Congress takes on and thinks and they are doing their mandated job. Tens of millions of illegal invaders raping our country blind, from tax dollars to overloading our prisons, and it is more important to worry about steriods in baseball.....

It can happen fairly fast if people would pay cash, accept cash for work done and barter for as much as they can. Pull money away from the state and let them starve.
Income from fines is dropping as people drive less. We need more traffic laws to increase revenues.
