I’m more convinced than ever the only way to get the GOPs attention is starve them of money. I don't know about other states, but the money from small donors in California (less than $5000) dried up a few years back. It's been replaced by a handful (or two) of billionaires who give millions and get more than a reasonable return by having their wishes accommodated (legislation, contracts, etc).
Money ain't gonna stop 'em, IMO. Only a lack of votes can do that.
