No, both Japan and Germany had large populations, strong industrial bases and well trained armies. Iran has none of that.
But not nukes. Or stateless surrogate armies of suicidal terrorist infiltrators.
That 3G model of population, wealth and industrial base isn't extremely useful in assymetric warfare vs the US. Hence the term assymetric.
