Somewhere in the 1970's, an ardent environmentalist came up with the idea of reversing the child tax credit. That is, your income taxes would be
increased for each child you had. The idea was that such a disincentive for having children would decrease to population (good) for the environment and be good for children because only wealthy families, able to adequately care for and educate the youngsters. As I recall, the idea was poorly received by all minorities (generally poorer then the white majority) and by anti-abortion groups.
Thankfully, this idea never gained any support. However, with global warming being the new religion on the block, someone is bound to resurrect it. Bad ideas never die, they only smell that way.
