It would be strictly a guess, but I would say at least two years. It does not take long to get a rig in place on land. In water - WOW. Once you drill, and hit something (and no one seems to consider that some wells are dry - but cost as much to actually drill), it would have to be loaded on a tanker, or put in a pipeline (an entirely additional amount of time to get it built/laid), to get it to a refinery.
