Ease pressure just enough so the American Sheep go back to sleep instead of realizing the whole Energy Policy being currently pushed in Congress will only result in the USA being even more dependent on imported oil by putting even more roadblocks in the way of Domestic Oil production. Now all the Democrats can run around and say “See we just had to put pressure on OPEC, we don’t need to drill here”.
