Convert them to Islam, adopt Sharia law, and they will become hell on earth like most Muslim countries. Funny thing is that both Afganistan and Iraq are better places now with on-going military operations than they were before.

Although terrorist threats caused the cancellation of the Paris to Dakar rally, I doubt these threats will have a similar effect. Protecting a fixed location like a stadium from terrorist actions is much easier than protecting all the racers and support teams spread out all over very remote (and often Islamic) regions.
