Perhaps you didn't realize that it's about China's overpopulation problem and not about feminism. China had lot's of schemes to solve the problem:

No, it isn't about China's overpopulation. It's about Chairman Mao offering to sell 10 million women to the United States. And evidently, Chairman Mao didn't have a very high opinion of China's women.
"Let them go to your place. They will create disasters. That way you can lessen our burdens," Mao said.
