Is his office not getting paid a certain amount of money for a specific purpose? Seems to me he's trying to meet contractual obligations and getting criticized for it. That and along with his shared responsibility in the serving of outstanding warrants a question remains: What were the rates of outstanding warrants prior to this effort?

No I think that like every other politician he's concentrating on what makes him look good to his constituency.
