BULLSKIN TOWNSHIP, Pa. -- A cruel collar forced a dog to undergo surgery. The mixed breed border collie was found wearing a collar full of fishhooks; and one of the hooks created a hole in the dog's neck.
Humane officers at the SPCA in North Union told Channel 11 this was an unusual case of animal cruelty and they have no idea who is responsible or why someone would do something so terrible.
The dog is recovering from surgery to remove a fish hook from his neck -- one of 15 that someone had attached to the inside of his collar.
SPCA Humane Officer Elizabeth Davidson said a resident found the dog wandering along Englishman Hill Road in Bullskin Township.
When we found the collar it was extremely tight on the dog, Davidson said.

I really think its time to re-institute torture as punishment for people who commit heinous crimes like this against animals, children and women. In this kind of scenario, it would hardly be “crueL’ and with a little practise and luck, not “unusual” either.
Some folks are just plain evil.
I’d have no problem with that.
there is a terribly frightening connection between cruelty toward animals as children and violent crimes toward humans later in life. The Humane Society of the United States (HSUS) has this to say:
Researchers, as well as the FBI and other law enforcement agencies nationwide, have linked animal cruelty to domestic violence, child abuse, serial killings, and to the recent rash of killings by school-age children, according to Dr. Randall Lockwood, vice president of Training Initiatives for The Humane Society of the United States (HSUS).
It is no secret to us in this age of enlightenment that the likes of Jeffrey Dahmer, Ted Bundy, and David Berkowitz all delighted in torturing animals before moving on to human prey. Sadly, many adult serial killers may have also suffered abuse as children.
In a study of 57 families being treated for incidents of child abuse, 88% also abused animals. In two-thirds of the cases, it was the abusive parent who had killed or injured the animals to control a child. In one-third, the children had abused the animals, using them as scapegoats for their anger. (Quoted from The American Humane Association)
In the case of the Columbine shootings, these boys did not even wait until adulthood. They graduated from animal abuse to killing their classmates as teenagers. The same pattern apparently existed among the killings attributed to Kip Kinkel, 15, of Oregon; Mitchell Johnson, 13, and Andrew Golden, 11, of Jonesboro Arkansas; and Luke Woodham, 16, of Pearl, Mississipi.

That's easy.
They're getting ready to hurt another human, and they're sharpening their cruelty to the necessary edge.
Once sociopathy progresses to the point of physical injury to others, there's no cure. I think permanent physical isolation or execution is appropriate after the first torture-murder. Anything else is foolishness in the extreme.
I'm twice as PO'd as normal.
Amen! I’d put a fish-hooked collar around the perpetrators neck for a week or so. What a jerk!
I didn’t add the appropriate apostrophe: perpetrator’s

God bless the little pooch.
I am good at removing fish hooks from dogs without pain. I have a whole tackle box full of lures that I have removed over the past 25 years from dogs that were accidentally snagged by them.
What horrible atrocities have men committed against you to merit exclusion from your anti-torture legislation? 8-)
I have said it before and I say it again, these people are DANGEROUS.
This is torturing a living creature for pleasure.
Soon these types of people get bored and move on to bigger things.
Pretty sad that this person can walk, talk and live a healthy life while someone else is wheelchair bound and in agony.
Better be a Heaven for this dog when it dies.
Yes, the devil exists.
My Portuguese Water Dog picked up a barbed hook in his paw when I was walking him along the water at our local state park. Ever since then I carry a pair of wire snips or a leatherman tool in my back pocket when we go there. Gotta snip that barb off before attempting to remove the hook.
And special collars for some of those Hades residents!
Well, actually I am a male.
A white, conservative, heterosexual, Anglophonic, Christian, gun toting, meat eating type - the WORST kind.
