Welcome to realities of GLOBAL MANUFACTURING.

100-1 that some component manufactured in China or Japan failed to pass critical tests. Just a hunch!

I believe it has something to do with Boeing believing that outsourcing most of the planes construction to external companies was an awesome idea while at the same time having an overly agressive delivery schedule.
